Minutes of Community Council Meeting 12th February

Freuchie Community Council Meeting
Minute of the Meeting held on 12th February 2020
at Lumsden Memorial Hall, commencing at 7.30pm

1.     Present: C Waugh, R Lindsay, C Tully, R Taylor, F Towns, M Ross, B Stevenson,
J Thomson
Attendance: Cllr D Lothian, Cllr D MacDiarmid, Cllr A Heer 
Apologies:  I Tweedie, K Grieve, R Pearson 

2.     Police Report: Between November 2019 and January 2020 there were a number of calls relating to Freuchie:
- 2 Reported Crimes
- 12 Road Traffic Matters
- 5 Concern for a Person
- 27 of a Miscellaneous Nature
Community Police Officers have continued to address the local policing priorities of antisocial behaviour, substance misuse, acquisitive crime, violent crime and road safety. They have also been conducting licence premises checks on Off Licences and Public Houses.  They have been working alongside the Division Wildlife Officer in carrying out Venison Dealer licence checks and also monitoring events such as local hunts.  A variety of Firearms licence enquiries and associated inspections have also been carried out.
They will be looking to re-engage with our Community Speed-watch teams at the end of March.

3.     Minute of the previous meeting held on 8th January 2020: item 4(a) Memorial Garden - should read Cran, family.  The minute was then approved.

4. Matters Arising: 
a. Planters at the School– R Taylor reported that with the help of volunteers the planters have been emptied but found to be rotten and will have to be rebuilt.  K Grieve has gathered wood and it has been treated.  The planters have been sitting on mud and would be preserved better if sitting on gravel.  The Community Council agreed to fund the cost of a skip and gravel at the cost of £150.  This work will be carried out on Saturday 15th Feb with the help of volunteers.
b. Memorial Garden – the aim is to make the memorial garden low maintenance, the removal of a prickly bush and evergreen Cyprus  tree will help redesign the area.  D Christie has volunteered to paint the telephone box.  Replacing the community notice board will also be carried out.
c. Community Council Newsletter – this is now complete and ready to be printed and distributed.  There are 3 pages and will require approx. 600 copies.  A number of options were discussed on where to get the newsletter printed.  The hope is to have this distributed before the next Community Council meeting in March.
Playpark benches – workshop has been cleared in order to start making the benches, K Grieve will diarise this to be completed by spring. 
d. Bird Boxes – no update for this meeting.
e. Pram Race – on further investigation, road closure would be needed for approximately 2hrs.  An application can be done online to Fife Council.  Envisaged this could take place at the end of the summer.
f. Safeguarding Bin It Project – The team are in Freuchie till the end of February promoting their Bin It campaign which is being well received.  Concerns were highlighted at the meeting of the increase in dog fouling again, specifically at the piece of ground at Church Place.  R Taylor will contact the team to advise them in order that they patrol that area when they are in Freuchie.  There will be a photoshoot on 18th February at 10.30am outside the school to publicise their campaign.

5. Fife Council Matters: 
Sports Court – Cllr MacDiarmid informed the meeting that planning permission will be needed to provide flood lights at the sports court.  The Community Council should submit this application.
Floral Grant – Cllr MacDiarmid confirmed that Freuchie in Flower will receive a donation from this grant, as yet he couldn’t confirm how much.
School Crossing Patrol Officer – this post is being advertised on My Job Scotland and has also been promoted on the Community Council Facebook page.  Road safety concerns if this post is not filled.
40mph limit – a request had been received by Cllr MacDiarmid to increase the boundary of the 40mph limit as far as the road on the left past the BP Garage on the way to Ladybank.  Bear Scotland have been contacted to confirm if this is feasible.

6. Treasurer’s Report/Financial Matters: 
The current balance is £6973.05, £150 will be deducted from this balance to pay for the skip hire and gravel to replace the planters at the schooler update for tonight’s meeting.

7. Planning: 
a. New Applications: Burbank House, Dykeside. One and a half storey extension to rear of the dwelling-house and erection of a domestic garage.  Any concerns need to be fed back by the end of February.
b. Applications determined by Fife Council:  no applications requiring any action.
c. Applications in process of determination by Fife Council – no new applications. 

8. Incoming Correspondence: 
All matters on incoming mail has been distributed.  C Waugh confirmed she would attend the Glenrothes Master Plan Meeting on the 20th February.  F Towns queried whether a Community Council member is needed to attend the National Planning Roadshow on the 20th March in Dundee.  R Taylor had looked into the Boundary Consultation, but there is nothing for the Community Council to do at this stage.

9. Sub Committees: 
a. Freuchie in Flower – There will be a coffee morning being held on Saturday, 25th April in the Lumsden Hall to help raise funds for Freuchie in Flower.  The Freuchie in Flower newsletter is normally issued at the end of March.  The school have been using the polytunnel for planting bulbs over the winter period.

b. Freuchie Sports Court – see update under Fife Council Matters. 

10. Freuchie Flood Action Group Matters: 
Scottish Flood Forum has been to inspect the top end of Muir Road, a property level report will be carried out to ascertain what needs to be done to help.  The amount of rainfall in the last months is giving cause for concern especially if there is more rain as this may cause flooding.  The question was raised as to if there was flooding where do people go, concerns were raised that Fife Council are likely to be overstretched with the number of villages in a similar position.  C Waugh asked if training was available from Fife Council to help in a crisis e.g. first aid.  
Cllr Heer advised that information is available on Fife Council website under the Resilience Team, worth getting in touch with this team for guidance.

11. Any Other Competent Business: 
a. Diary – R Taylor advised the meeting that the diary in the Spar shop was no longer being used to note specific events in the village, therefore a diary for 2020 hasn’t been placed in the shop.  Most people are seeing the information on the Community Council Facebook page.
b. Icy pavements – Concerns were raised again that there was no grit bin beside the Albert Pub which is known to be an area of concern when its icy and should be gritted.  Cllr MacDiarmid will contact Fife Council to get a bin reinstated in this area.
c. Defibrillators – R Taylor carries out checks on the defibrillator in Freuchie and Newton of Falkland.  The Community Council queried why Freuchie carryout the check and not Falkland and suggested that Falkland Community Council is approached on this matter.
