Freuchie Community Council Meeting
Minute of the Meeting held on 8th January 2020
at Lumsden Memorial Hall, commencing at 7.30pm

1.     Present: R Lindsay, C Tully, R Taylor (Chair), F Towns,  J Thomson, I Tweedie, K Grieve, R Pearson
Attendance: Cllr D Lothian, Cllr D MacDiarmid, Cllr A Heer
Apologies:  C Waugh, B Stevenson, M Ross

2.     Police Report: No update – next update due for February’s meeting.

3.     Minute of the previous meeting, 9th December 2019:
Note taken that visitors attending the Community Council Meeting should be shown under those Present, not Attendance.  The minute of the last meeting was then approved

4.     Matters Arising:
a.     Memorial Garden – Fife Council will grind the stumps of the trees to below surface level and other bushes can be removed if Fife Council are in agreement.  
A letter of thanks has been sent to the Community Council from the Cran family and an offer of shrubs from their parent’s garden to be used in the Memorial Garden.
R Pearson will arrange for the money raised at the Venison Night to be given to Freuchie in Flower as a contribution to the Memorial Garden.
b.     Planters at the School– work on the planters delayed due to the weather, when the weather improves K Grieve will need the assistance of volunteers to help empty the planters.  It was noted that if this piece of work was carried out on a Saturday that more people would be available to assist. 
c.      Playpark benches – workshop has been cleared in order to start making the benches, K Grieve will diarise this to be completed by spring.

5.     Fife Council Matters – Cllr MacDiarmid advised the meeting that he was meeting with Kenny Black and Fife Housing re Whitefield House, Lomond Road access on Friday, 10th January.
Sports Court – Cllr MacDiarmid is seeking advice from Fife Council, Planning Department first about lighting.  R Taylor will forward information on different options he has received on lighting for the Sports Court to Cllr MacDiarmid.

6.     Treasurer’s Report/Financial Matters:
R Taylor confirmed he has paid £100 for the Christmas tree (£60) and new Christmas lights (£40), as agreed by Community Council members, no other update for tonight’s meeting.

7.     Planning:
a.     New Applications: there were none.
b.     Applications determined by Fife Council:
Princess Crescent – R Taylor had sent a letter of support to Fife Council for Mr & Mrs Foster’s application, an acknowledgement has been received from Fife Council. 
Lomond Road Right of Way – this will proceed as a sale of the road to the house owner.  Also, view notes above under Fife Council Matters re Lomond Road.

c.      Applications in process of determination by Fife Council – no new applications.

8.     Incoming Correspondence:
Letter received from Janice Laird, Fife Council – providing updates from Fife Council.  This letter was issued to Community Council members on 5th January. 
Letter received from the Cram family – details above under Matters Arising/Memorial Garden.

9.     Sub Committees:
a.     Freuchie in Flower – F Towns provided an update on approx 20 cherry trees being donated from Cy Crane’s place of work.  Fife Council have been approached to ensure they have no objections on the location(s) where the trees could be planted.
An offer has been given to the school that the polytunnel could be used by the students for eg planting bulbs as part of their outdoor learning.
b.     Freuchie Sports Court – see update under Fife Council Matters.

10.  Freuchie Flood Action Group Matters:
Mindful of the rainfall over the last few weeks, no other issues.

11.  Any Other Competent Business:
·       K Grieve outlined a project to involve school pupils in making bird boxes which could be sold to raise funds for the school.  Likely to involve primary 6 & 7 pupils age group, but younger pupils could carry out the painting of the bird boxes.  K Grieve could provide a sample.  I Tweedie will take this to the next Parent-Teacher Assoc,
·       Community Council Newsletter – R Taylor will be finalising this in the next couple of weeks.  F Towns highlighted the benefit of promoting different clubs in the area within the Newsletter especially for anyone in the village that may be feeling lonely and/or vulnerable. 
·       I Tweedie raised the idea of a pram race to raise funds.  He agreed to seek further information in order for the Community Council to investigate if there would be any issues on holding such an event.
·       There is a need for a new lollipop person outside the school.  Details will be advertised by Fife Council and they will also be posted on the Community Council Facebook page when they are available.  I Tweedie highlighted the need for a lollipop person to ensure the safety of pupils crossing the road to and from the school.
·       R Taylor provided an update that the Defibrillator checks have been completed and recorded, but would welcome an additional volunteer, I Tweedie offered.
·       Members of the Community Council were informed that the works across the road from the Lumsden Hall should be completed by the end of March 2020.
·       Cllr Heer will chase up the painting of the white lines outside the Albert.  Delays could be due to weather.
·       Dog mess has been raised again.  Cllr MacDiarmid will contact Safer Scotland as they are yet to visit the village to help with this problem.
