Freuchie Community Council Meeting
Minute of the Meeting held on 9th December 2019
at Lumsden Memorial Hall , commencing at 7.30pm

1.     Present: C Waugh, B Stevenson, R Lindsay, C Tully, R Taylor, J Thomson, K Grieve
Attendance: Cllr D Lothian, Cllr D MacDiarmid, L Foster, B Foster, R Pearson, J Fretwell,                S Knowles (Falkland & Newton of Falkland Community Council)
Apologies:  F Towns, M Ross, I Tweedie, Cllr A Heer 

2.     Police Report: No update – it was agreed at a previous meeting that an update every 3 months from the police is sufficient.

3.     Minute of the previous meeting, 13th November 2019:
The minute of the last meeting was approved.

4.     Matters Arising:
a.     Memorial Garden – Freuchie in Flower have completed a tidy up of the area for the winter.  Fife Council will remove the roots of the trees that were removed.  Freuchie in Flower has asked if other bushes can be removed if Fife Council are in agreement.
R Pearson informed the meeting that the funds raised at the recent Venison Night raised over £600.  Organisers agreed that the money raised should be used for the memorial garden in Freuchie.  R Pearson will attend Freuchie in Flower meetings to feedback to organisers on how the money will be spent.  One of the suggestions is to purchase a memorial bench to remember members of the community that have passed away. Pete McNicoll has offered his services to help clear the area when needed. 
b.     Community Council Newsletter – a draft copy will be distributed to members in the new year before publishing.
c.      Planters at the School– both K Grieve and F Towns visited the school to assess the damaged planters.  The planters will need to be emptied to see what repairs are needed to the bases, the Garden Centre has provided bags that can be used to store the earth.  It would be helpful if volunteers can help with this task and it was noted that if this piece of work was carried out on a Saturday that more people would be available to assist.  K Grieve will arrange a date in the new year.
d.     Playpark benches – no update for tonight’s meeting.
5.     Fife Council Matters – Cllr MacDiarmid provided an update in relation to the flooding between Freuchie and Newton of Falkland.  The problem is due to the lack of ditch digging.  Due to cables being laid in the ditch area it would require additional manual labour.  Cllr MacDiarmid is approaching the Council to provide the workforce as its an ongoing problem.

6.     Treasurer’s Report/Financial Matters:
The current balance is £7,106.05, there is a further £35.00 to be deducted from the balance in payment of the Remembrance wreath, R Taylor will forward the cost of the Xmas tree and additional lights to M Ross for payment.




7.     Planning:
a.     New Applications:
Princess Crescent – Mr & Mrs Foster were in attendance to explain their planning application submitted to Fife Council.  They are applying to create a driveway for their property only.  In order to do this they are required to purchase a piece of land from Fife Council to extend their garden to accommodate enough land to include a driveway, they are not intending to purchase the full area as previously noted in previous minutes.  Neighbours in Princess Crescent have been consulted and there are no objections.  Mr & Mrs Foster require confirmation from the Community Council to confirm there are no objections, R Taylor, Secretary of the Community Council will email B Haper at Fife Council to confirm the members of the meeting had no objections and thanked Mr & Mrs Foster for coming along to clarify their application.
Lomond Road Right of Way – it was noted at the meeting that this item does not require agreement from the Community Council, however it was raised as a number of residents had approached members of the Community Council to highlight their concerns.  The update the Community Council have had from Fife Council on the item is that the police are now involved to ensure builders continue to gain access due to alleged damage to the builders vehicles when gaining access.  Fife Council will take objections into account on the access for other neighbours when making their decision.  Cllr MacDiarmid has also asked to meet all concerned to discuss further.  Mr Fretwell was in attendance to ascertain what was happening in relation to this item and thanked the Community Council for the update.
b.     Applications determined by Fife Council – the Community Council had no objections to the building work at Easter Lathrisk Farm.
c.      Applications in process of determination by Fife Council – none

8.     Incoming Correspondence:
All matters of incoming mail had been distributed to Community Council Members prior to the meeting.

9.     Sub Committees:
a.     Freuchie in Flower – the damage to the base of the boat can only be viewed if emptied, but it could be made to look better .  The repainting of the telephone kiosk is delayed, still to identify someone to complete the job of painting.
b.     Freuchie Sports Court –Cllr MacDiarmid updated the meeting that lights can be erected in the sports court, however it is yet to be confirmed where the electricity would feed from.  Cllr MacDiarmid will take this further to determine if the lights would be on a timer or a meter installed to submit a payment when needed.  There is £5,000 in the funds for the Sports Court to help achieve this improvement.  R Pearson also offered his advice/time if needed.

10.  Freuchie Flood Action Group Matters:
No update for the meeting.


11.  Any Other Competent Business:
·       S Knowles from Falkland & Newton of Falkland Community Council attended tonight’s meeting to discuss if Freuchie Community Council would be willing to participate in a project to review travel and how the villages can improve travel options.  Areas being being discussed are better cycle routes and access to express bus routes. Scottish Government is also encouraging the use of electric cars and bike storage in order for residents in rural areas to gain access to the improvements in travel links. Members of Freuchie Community Council welcomed this initiative and are happy to be involved with the other Community Councils.  S Knowles will liaise with R Taylor on this matter and its progress.
Christmas Tree – Cllr Lothian made comment on how good this year’s Christmas tree looked.  R Taylor was thanked for his organisation with purchasing the tree, additional lights and arranging volunteers to erect this year’s tree.
