Freuchie Community Council Meeting
Minute of the Meeting held on 11th September 2019
at Lumsden Memorial Hall , commencing at 7.30pm

1.     Present: I Tweedie (Chair), R Lindsay, C Tully
Attendance: K Grieve, Cllr D MacDiarmid, Cllr A Heer, Cllr D Lothian
Apologies:  C Waugh, B Stevenson, F Towns, M Ross, R Taylor, J Thomson 

2.     Police Report: No update provided.

3.     Minute of the previous meeting, 14th August 2019:
The minute of the last meeting was approved.

4.     Matters Arising:
a.     Walkabout – Cllr MacDiarmid, C Waugh and F Towns, carried this out at the end of August.  Number of issues identified and submitted to Fife Council.
b.     Overgrown Tree – Cllr Heer provided an update that the tree would be removed within the week by Fife Council, there will be no charge to the Community Council.  Once the tree has been removed a decision will then be made on what to do with the space, based on the size of the area, preferably shrubs or small trees, slow growing and low maintenance would make the space more attractive.
c.      Community Council Newsletter – R Taylor has asked for material from a number of organisations. K Grieve provided different samples of newsletters to help make a decision on how Freuchie Community Council newsletter could be laid out.  It was discussed how frequent the newsletter should be published and volume required to distribute, it was agreed to publish it three times in a year and approx 700 copies in order for Newton of Falkland to be included within the distribution.  Cllr Lothian will provide K Grieve with details of the printer used for the Muchty Newsletter in order to ascertain the costs of printing the newsletter in black & white or colour.  K Grieve also suggested adding a survey in the first newsletter to gain views and ideas for the next edition, this could also be available on the Community Council Facebook page.  Any suggestions on the name of the newsletter should be forwarded to the Community Council. 
d.     Report on A92 – Cllr MacDiarmid updated the meeting on the successful outcome of the last meeting with BEAR Scotland.  Two sets of traffic lights will be located at Cross Keys junction and the junction at the lower road end.  Pedestrian pathways are still to be finalised.  Timescale is likely to take up to 2yrs, however it was deemed a great result by all in attendance after a long battle.
5.     Fife Council Matters:
Updates from Cllr MacDiarmid:
·       One of the Safety Community Officers from the Just Bin It Campaign is in the Freuchie area this month.  C Waugh has been asked to email details of the worst areas and any issues in Freuchie to Officers.
·       It is the official opening of the BP Garage on Friday, 13th Sept and will be conducted by Stephen Gethins, MP.
·       On 30th August C Waugh and Cllr MacDiarmid met with Transportation Scotland re the East End area and safety issues relating to the flow of traffic and parking.  Proposal is to add double yellow lines on the bend just at the end of the field/start of the houses.
·       Cllr MacDiarmid attended a meeting on site with Scottish Water to discuss issues around drains overflowing, it was agreed that any affected areas would have the pipes flushed to ensure waterflow.
·       It was brought to the attention of the meeting by Cllr MacDiarmid that Fife Council have received a request to purchase a piece of land in the Princess Crescent area.  This area has been subject of discussion at the Community Council a number of years ago and rejected.  If anyone still has concerns re this piece of land being sold they should advise Cllr MacDiarmid as soon as possible and he will forward these on to Fife Council.              I Grieve asked if Cllr MacDiarmid would keep the Community Council aware of the progress with this matter at future meetings.
·       Fife Council have no objections to picnic table(s) being added to the play park.  K Grieve agreed that he will build the table(s).  C Waugh raised this request therefore K Grieve will discuss with C Waugh re no. of tables wanted and style of table.  K Grieve will confirm details with Cllr MacDiarmid.  There is also a repair to the area where pipes were laid in the park area and this is also to be addressed.

6.     Treasurer’s Report/Financial Matters:
No update on financial matters at this evening’s meeting.

7.     Planning:
a.     New Applications – extension to cottage in Unthank – no objections.
b.     Applications determined by Fife Council – none
c.      Applications in process of determination by Fife Council – Lighted sign for the garage on the A92 – no objections.

8.     Incoming Correspondence:
All matters of incoming mail had been distributed to Community Council Members prior to the meeting.  

9.     Sub Committees:
a.     Freuchie in Flower – no update. 
b.     Freuchie Sports Court – no issues.

10.  Freuchie Flood Action Group Matters:
No update from Flood Action Group.


11.  Any Other Competent Business:
·       It was brought to the attention of the meeting that there had been a request from the school to repair and replace some of the school planters.  K Grieve has offered to carry out the necessary repairs, he will contact the school.
·       I Tweedie updated the meeting that there hasn’t been a meeting of the group for the Xmas Lights recently.  This may have an impact on having Xmas lights for Freuchie this year.
