Freuchie Community Council Meeting
Minute of the Meeting held on 12thJune 2019
at Lumsden Memorial Hall, commencing at 7.30pm
1. Present: C Waugh, R Lindsay, B Stevenson, M Ross, C Tully, J Thomson
Apologies: R Taylor, I Tweedie, F Towns, Cllr A Heer, Cllr D Lothian, K Grieve
In Attendance:Cllr D MacDairmid
Members of the Community Council in attendance agreed that no changes are required at this time
in relation to the positions of chairperson, secretary or treasurer
2. Police Report:
C Waugh provided an update from the police. There have been 8 phone calls to the Police relating to Freuchie, of these calls:
3 related to road traffic matters
1 reported crime
0 highlighted a concern for a person
4 were of miscellaneous nature
The police have highlighted that there have been bogus workmen operating in the local area. Pop up Bob has been operating well in deterring speeding within Freuchie.
Local Primary schools have been nominating people for this year’s Good Citizen Award. PC Phil Parker received a certificate at one of these awards in recognition for his efforts in promoting Road Safety.
3. Minute of the previous meeting:
The minute of the last meeting was approved.
4. Matters Arising:
a. Walkabout – Cllr MacDiarmid has offered another three dates of 18th, 20thor 21stJune to the members of the Community Council to identify any areas of concern eg potholes, pavement repairs, overhanging trees etc. C Waugh confirmed she would let Cllr MacDiarmid know as soon as possible the most suitable date.
b. Overgrown Tree – it has been confirmed that the land belongs to Fife Council. Cllr MacDiarmid is waiting for a reply from Brian Taylor and Bruce Patrick who are the tree officers within Fife Council.
c. Community Council Newsletter –there was no update for tonight’s meeting.
5. Fife Council Matters:
Update from Cllr MacDiarmid was:
- Funds of £1500 had been agreed for the repairs to the bridge at Dykeside. This work has now been completed and finished to a high standard. Members of the Community Council passed on their thanks.
- Cllr MacDiarmid will forward the photos taken by C Waugh to highlight the traffic issues at the East End of Freuchie to S Goodfellow within the Traffic Management department in Fife Council. Cllr MacDiarmid has asked Mr Goodfellow to visit Freuchie, Falkland and Newburgh to discuss parking/traffic issues in these areas.
- Just Bin It campaign – Paul Coleman will be in touch with the Community Council in August.
- Cllr MacDiarmid has had it agreed by A Campbell of BEAR Scotland to have the verges cut on the A92. BEAR Scotland will also carry out work to the pothole at the Christiegait end of Freuchie and repair the Stop sign.
6. Treasurer’s Report/Financial Matters:
The current balance is £6,642.45, no activity in the account recently.
7. Planning:
a. New Applications –none
b. Applications determined by Fife Council – none
c. Applications in process of determination by Fife Council – none
Cllr MacDiarmid mentioned that it may be of benefit to the Community Council if more than one member checked planning applications, to ensure none are missed.
8. Incoming Correspondence:
All matters of incoming mail had been distributed to Community Council Members prior to the meeting.
9. Sub Committees:
a. Freuchie in Flower– in F Towns absence, B Stevenson advised the Community Council that the big hanging baskets to be finished, but all other planting has been completed.
b. Freuchie Sports Court– Headteacher at Freuchie Primary happy for work to go ahead if it has been identified as needing to be done. Someone would have to be nominated to assess if anything is deteriorating. Although it is not the responsibility of the school, many of the children do use the facility.
10. Freuchie Flood Action Group Matters:
Cllr MacDiarmid attended a meeting on 10thJune. Scottish Water was in attendance to provide advice, which those attending felt was beneficial.
11. Any Other Competent Business:
R Lindsay informed the meeting that there are now 7 members of Speed Watch volunteers. He also clarified that it is the police that determines where Pop Up Bob stands.
