Freuchie Community Council Meeting
Minute of the Meeting held on 10thApril 2019
at Lumsden Memorial Hall, commencing at 7.30pm
1. Present: C Waugh, R Lindsay, B Stevenson, Cllr D MacDiarmid, C Tully, J Thomson, Cllr A Heer, Cllr D Lothian

2. Police Report:
C Waugh provided an update from the police. There have been 12 phone calls to the Police relating to Freuchie, of these calls:
2 related to road traffic matters
2 reported crime
0 highlighted a concern for a person
8 were of miscellaneous nature
The police would like to encourage anyone who has any information about drug misuse to contact police on 101/Crimestoppers in relation to the local initiative Operation Prospect aimed at tackling the supply of illicit drugs and substance misuse.
There has been a day of action in respect of local speeding concerns recently, also the deployment of Pop up Bob in order to deter speeding. Police have also been delivering Community Speed Watch training to volunteers.
Working with partner agencies in order to address Anti-Social Behaviour, gathering intelligence in relation to vandalism and supporting young people within the community are other areas the police have been involved in.
We would also like to welcome PC Euan Goudie to the team within the community.
3. Minute of the previous meeting:
The minute of the last meeting was approved.
4. Matters Arising:
a. Overgrown Trees– Still no further response. Cllr MacDiarmid said he will investigate further with Fife Council.
b. Walkabout – Cllr MacDiarmid has offered Friday, 3rdMay to the members of the Community Council to identify any areas of concern eg pot holes, pavement repairs, over hanging trees etc.
c. Community Council Newsletter – Freuchie in Flower distribute their newsletter twice a year, therefore the Community Council Newsletter will published at a different period. It was agreed Community Council members would assist with helping to deliver round the village.
5. Fife Council Matters:
Out of Hours Meeting– C Waugh had attended the meeting at short notice. The meeting was to discuss areas of concern with OOHs cover for GP practices. Older members of the community have raised concerns in travelling to the doctor’s surgery due to lack of regular public transport, and travelling when feeling unwell. There is no public transport during unsociable hours to get to hospital in Glenrothes or Kirkcaldy for medical attention. It is proposed that OOHs would continue to cover week days 7am to 10pm and cover a Saturday between 8am to 12 midnight and Sunday 10am till 8pm and having the facility of 3 OOHs cars.
The aim of the meeting was for all Community Councils to share one voice on this matter. Transport is crucial in relation to this matter. MSP Willie Rennie is supporting this cause.
C Waugh will ask R Taylor to contact other Community Council Secretaries to add weight to the matter and hopefully any future dates for meetings will be given well in advance for more people in the Community an opportunity to attend.
Update from Cllr MacDiarmid was:
- Funds of £1500 has been agreed for the repairs to the bridge at Dykeside.
- 30 poo flyers have been ordered from Fife Council.
- Concerns have been brought to Cllr MacDiarmid’s attention re the fencing around the building plot opposite the Lumsden Hall. The fencing is insecure and could be a danger to anyone passing. Cllr MacDiarmid will attempt to contact the owner.
6. Treasurer’s Report/Financial Matters:
The current balance is £6,642.45, no activity in the account recently.
7. Planning:
a. New Applications – Granite House, 1 ½ storey extension to rear of house – no comments made.
b. Applications determined by Fife Council – none
c. Applications in process of determination by Fife Council – none
8. Incoming Correspondence:
All matters of incoming mail had been distributed to Community Council Members prior to the meeting. They were in relation to Training in Finance and Animal Cruelty – no further discussion was required on these matters.
Cllr D Lothian mentioned recent power cuts in the area. He has posters which he will make available for the Community Council Noticeboards advising What To Do if there is a power cut. You can call 105, no matter who your supplier is, to get an update on the when the problem is likely to be resolved.
9. Sub Committees:
a. Freuchie in Flower– in F Towns absence, C Waugh advised the Community Council that due to lack of volunteers there will no competition this year. R Taylor has had assistance in tidying up the orchard which now means Fife Council can cut the grass. There was a large amount of dog poo in that area as well which has an impact on the on children using the football area.
b. Freuchie Sports Court– B Stevenson will speak to the Headteacher at Freuchie Primary to enquire if there is any maintenance required at the Sports Court. Aim is to try and prevent anything deteriorating.
c. Christmas Tree Lights– A member of the Leslie Community Council has spoken to
C Waugh about Christmas lighting and plans Leslie has to run a competition to design a light as well as hire lights from a company in Ladybank. Leslie plan to have 10 lights, they already have the battery packs needed on the lamp posts. They also mentioned arranging storage for any lights the Community Council may purchase, this is something Freuchie would need to address as well. Kettle Produce had been approached and are happy to be involved. Details have been passed to R Taylor in relation to hiring lights as this may be an option especially in the first few years. It was noted that Newburgh are charged £110 by Fife Council to set up each light.
d. Mums in the Community have asked if a picnic table could be added to the swing park in Freuchie. Fife Council may have to be consulted as the park is their property. Cllr D MacDiarmid will enquire at the Council and seek advice if K Grieve could build one rather than Fife Council having to fund a table. K Grieve will provide costings of making a table to Cllr MacDiarmid.
10. Freuchie Flood Action Group Matters:
Nothing to report.
11. Any Other Competent Business:
K Grieve mentioned that the chains and pillars around the Memorial have been damaged due to a lorry reversing and catching one of the pillars. It was agreed this should be fixed by Fife Council and could be noted during the walkabout on the 3rdMay.
