Community Council Mintues for 13th March 2019

Freuchie Community Council Meeting
Minute of the Meeting held on 13thMarch 2019
at Lumsden Memorial Hall, commencing at 7.30pm

1.    Present: C Waugh, F Towns, R Taylor, R Lindsay, B Stevenson,   C Tully.

2.    Police Report:
PC  Philip Parker and colleague provided the monthly report.  There have been 17 phone calls to the Police relating to Freuchie, of these calls:
            4 related to road traffic matters
            4 reported crime
            1 highlighted a concern for a person
            8 were of miscellaneous nature
There have been issues of buses and other vehicles mounting the kerb, which can be construed as dangerous driving.  Members of the Community Council also raised concerns about parking in the village. Any parking issues should be addressed to Fife Council, Councillor MacDiarmid advised the meeting that he is meeting Colin Stern next week to view areas of concern that regularly have vehicles mounting the pavement.
Police highlighted that residents should get in touch if they witness any antisocial behaviour, especially around the car park area near the school.
It was also discussed that the Police would welcome more volunteers to carry out speed checks in the village, any volunteers should contact anyone in the Community Council if interested.

3.    Minute of the previous meeting:
The minute of the last meeting was approved.

4.    Matters Arising:
a.    Overgrown Trees– Still no further response from the Council re removing the overgrown tree beside the telephone box.  F Towns raised concern that one of the trees outside the Hotel may require support they seemed to be leaning over. Cllr MacDiarmid said he would contact Fife Council re the overgrown trees. F Towns will have another look at the other tree outside the hotel and advise Cllr MacDiarmid if it is still an issue.
b.    Walkabout – Cllr MacDiarmid will offer another 3 dates to the members of the Community Council to identify any areas of concern eg potholes, pavement repairs, overhanging trees etc.  C Waugh highlighted the no. of potholes that have appeared in Church St, this should be picked up during the walkabout.
c.     Community Council Newsletter – R Taylor will ask for articles from other organisations within the village to be included in the next Community Council Newsletter which will provide an awareness to the Community of the various groups in the area. This will be circulated after the Freuchie in Flower newsletter has been distributed.  


5.    Fife Council Matters:
Falkland Funding for Cycling Ways has been in touch to enquire if Freuchie would be interested in working with them.  It was agreed that R Taylor would ask for a representative from the group to attend the next Freuchie Community Council meeting to discuss further.

Update from Cllr MacDiarmid was:
-       A health & safety issue around Albany Terrace is being dealt with.
-       Cllr MacDiarmid has been approached to arrange the dredging of the burn again.  He has suggested this is done when the work at the Garage is finished.
-       Cllr MacDiarmid had attended a meeting where there was a presentation using a dummy ATMon different ways your cash/card details can be scanned.  Members of the Community Council felt this would benefit all members of the community and would be happy to advertise a similar meeting when it's organised.
-       Funds of £1500 have been agreed for the repairs to the bridge at Dykeside.
-       30 poo flyers have been ordered from Fife Council.

6.    Treasurer’s Report/Financial Matters:
No update for tonight’s meeting.

7.    Planning:
a.    New Applications– none.
b.    Applications determined by Fife Council– none
c.     Applications in process of determination by Fife Council– 
Nairn Properties Ltd planning application – concerns have been raised with regards to the proposal to move a lamp post and removing bushes around the fields.  It was felt this would not help the known issue of flooding in the area at the top of Church Street.  It has not yet been established as to who owns that area of the bushes.  Planning permission in principle is being sought for building 2 houses.
Bridgend Filling Station – no objections to the planning request re the in and out access to the filling station.

8.    Incoming Correspondence:
All matters of incoming mail had been distributed to Community Council Members prior to the meeting.  No one had any areas of concern to discuss at the meeting.

9.    Sub Committees:
a.    Freuchie in Flower– a newsletter has been prepared for distribution around the village at the end of next week.  A fundraising coffee morning for Freuchie in 
      Flower will be held on Saturday, 27thApril in the Lumsden Hall at 10am.
b.    Freuchie Sports Court– B Stevenson will speak to the Headteacher at Freuchie Primary to enquire if there is any maintenance required at the Sports Court.
c.     Christmas Tree Lights– information had been distributed where local children can enter a competition, Creative Kids to decide on 3 winners to design a Christmas light and have them located at the school area.  It was agreed that option 3  of those viewed was preferred. However, cost concerns were raised in relation to the actual purchase of lights and the task of getting the lights fixed to a lamp post and removal.  It is hoped to have 10 lights in all with approx. cost of £4260, other initial costs would be £340 per light for a timing clock charger provided by Fife Council. It was acknowledged that depending on the funds raised will determine the number of lights that would be purchased the first year.

10.  Freuchie Flood Action Group Matters:
The last group meeting was held in Falkland.  J Thomson stated that feedback was wanted on the new weather forecasting proposals.  There is a website which publishes rainfall and updated every hour.

11.  Any Other Competent Business:
F Towns raised the suggestion that K Grieve should be co-opted to the Community Council, it was agreed by all that the proposal is discussed with K Grieve.
