FREUCHIE COMMUNITY COUNCIL
Minute of the Meeting held on 14thNovember 2018
at Lumsden Memorial Hall, commencing at 7.30pm
1. Present: C Waugh, B Stevenson, M Ross, R Lindsay, R Taylor, C Tully, I Tweedie, Cllr A Heer, Cllr D MacDiarmid, J. Thomson

2. Police Report:
R Taylor informed the Community Council that since the last meeting in October there have been 15 phone calls to the Police, of these calls:
4 related to road traffic matters
2 reported crimes
9 of miscellaneous nature
The Community Team have been recently involved in a number of visits and initiatives in Freuchie eg visiting the Scout Group, supporting Park Safe at the Primary School, conducting mobile speed checks, assisting with neighbourhood disputes, etc.
The efforts of the Community Speed Watch volunteers will result in a number of warning letters being issued. The project has finished for the year, recruitment and vetting will continue so that it can be rolled out again in March 2019. PC Parker will welcome details of any new volunteers.
3. Minute of the previous meeting:
The minute of the last meeting was approved.
4. Matters arising:
(a) Overgrown trees at village noticeboard – R Taylor had contacted Fife Council with regards to this matter, unfortunately, Fife Council had no record of the previous contact, but have now logged the details and allocated a work no. Once the tree has been removed a decision will have to be made in consultation with the resident of Rose Cottage what will replace the gap, a fence or wall.
(b) Meeting with BEAR Transport Scotland– previous minute of the meeting with BEAR acknowledged there would be another meeting before Xmas. Unfortunately as yet, BEAR has not arranged a meeting. Neither Cllr Heer or Cllr MacDiarmid have been contacted by BEAR, they will both contact BEAR to request a meeting.
(c) Street Lights– Cllr MacDiarmid has reported this again to Fife Council.
(d) Lower Road– potholes had been reported to Fife Council and repaired recently.
(e) Light on mini-roundabout– was reported to Fife Council by Cllr MacDiarmid, R Taylor confirmed this has now been fixed.
(f) Walkabout– Cllr MacDiarmid will arrange a date/time in the next couple of weeks with the appointed volunteers to complete the walkabout in Freuchie to list any repairs required.
(g) Grit Bins– concerns were fed back to Cllr MacDiarmid that the grit bin near the Albert Tavern has been removed. This bin was frequently used for the area of the road leading up to the mini roundabout. Cllr MacDiarmid will feed this back to Bill Lindsay at Fife Council.
5. Fife Council matters:
(a) Letter concerning Question Time- Cllr Heer advised the Community Council that during Question Time in the Council Committee meeting that he raised the question of funding for traffic lights on the main trunk road of the A92 dividing Freuchie. A precedence has been set after funding has been agreed for traffic lights being installed near Balbirnie on A92.
(b) Road Closure– R Taylor advised the Community Council that the relevant notices had been posted detailing the closure of the main road through Freuchie in the High Street area for the period of the Remembrance Service on the 11thNovember.
6. Treasurer’s Report/Financial Matters:
The current balance of the Community Council account is £7,019.45. Due to paperwork not fully completed for the new office bearers of the Community Council, M Ross agreed to pay for the remembrance wreath herself which will be reimbursed to her once the new authorised signatories paperwork has been processed by the bank.
7. Planning:
(a) New Applications–
(i) Single storey extension to rear of dwelling house and dormer extension to first and rear at Torville, Green Tree Brae, Freuchie KY15 7ED – no comments to be made.
(ii) Erection of petrol filling station and retail unit (Class 1) with associated canopy, pump islands, HGV pump and jet wash facility and demolition of existing building. Non-Material Variation to relocate SUDS from the South side of the shop to the East side of the shop. Abbiecraig Services Ltd, Bridgend Service Station – no comments to be made.
(iii) Erection of conservatory to the front of the dwelling house at Larachbeg, 9 Fortharfield – no comments to be made.
(b) Applications determined by Fife Council–
(i) Planning permission in principle of three dwelling houses with associated access, Morar, Church Street – 18/01633/PPP – application was withdrawn. Alternative proposals still being considered by Messrs G and J Clark.
(c) Applications in process of determination by Fife Council– none
8. Incoming Correspondence:
Mark Dewar, Service Manager, Roads & Lighting Contracts Assets has written to the Community Council providing information in relation to a Community Benefit Grant which amounts to £4,000 and is available to be used within the Freuchie area. Conditions of this Grant are that any Group or Organisation would benefit, but requires civil engineering involvement and not currently an asset of Fife Council, eg resurfacing a footpath. B Stevenson advised of a footpath near Lomond Road that would benefit from such attention. Several of the boards on the bridge from Dykeside to Lomond Road is in need of repair. A non-slip surface was mentioned last winter. David MacDiarmid said he would look into this. Any other suggestions to be passed to Cllr MacDiarmid.
9. Sub-Committees:
(a) Freuchie in Flower– donation of 800 plants from Pentland Plants have all now been planted. Due to the volume of plants some new flower beds have been created in Freuchie. Work has been continuing with the Primary school in planting winter onions.
Discussion about the possibility of erecting signs coming into Freuchie acknowledging the gold award for Freuchie in Flower. It was agreed that this could be funded by the Community Benefit monies as discussed under Incoming Correspondence, point 8 in the minute.
(b) Freuchie Sports Court– there is money available in the Community Council funds to assist with the maintenance of the sports court. B Stevenson will raise this during her next visit to the school and I Tweedie offered to bring this to the attention of the Parent Teacher Council.
10. Freuchie Flood Action Group matters:
John Thomson advised the group that the next meeting will be held on 6thDecember at 2.00pm.
11. Any Other Competent Business:
(a) Christmas Tree– this year’s tree has been ordered and a donation given to Falkland Estates for the purchase of the tree. R Taylor has arranged a number of volunteers to assist with the erection of the Christmas tree and lights.
A suggestion was put forward to make the erection of the Christmas more of an event in the Freuchie community. There has already been an offer of help and it was agreed that any such help would be welcomed but acting as a sub-committee in the same manner as the Freuchie in Flower group and part of the Community Council (due to insurance legalities the Community Council would have to be the main coordinator of the event and erection of the tree). It was agreed a sub-committee should be formed for next year (time against us for this year) and an opportunity to link in with the Parent Teacher Council.
(b) The Telephone Kiosk – the question was raised as to what to do with the kiosk. One suggestion was to change it into a ‘sharing kiosk’, ie donations of apples, potatoes, etc. No other suggestions were put forward.
